This article, adopting a philosophical approach grounded in the epistemological and ontological foundations of the Holy Qur’an, seeks to conceptualize Qur’anic diplomacy as a civilizational framework for structuring international relations. The central question is how a diplomatic model can be derived-one rooted in revelatory rationality, sacred wisdom, and tawḥīdic spirituality-that stands in contrast to the ontological materialism and power-centered paradigms of dominant international discourses.
This qualitative study employs a hermeneutic-interpretive methodology and, through an analysis of Qur’anic texts alongside concrete instances of hermeneutic action across diverse geographical contexts such as Africa, Asia, and Europe, elucidates the foundational pillars of this model. The findings indicate that, at the theoretical level, Qur’anic diplomacy is anchored in principles such as revelatory ontology, interpretive rationality, and an interaction-oriented ethic. In practice, this diplomacy utilizes sacred aesthetics, artistic rituals, and a hermeneutics of persuasion to function as a global mechanism for intercultural understanding.
To overcome operational challenges and enable the practical implementation of this model, macro-level strategies are proposed-from the individual to thematic and institutional levels-such as cultivating the “Qur’anic diplomat,” emphasizing shared discourses, and establishing a “Qur’anic Council of the Islamic World.” This model opens a horizon for reconstructing the identity of the Muslim ummah and confronting the crisis of meaninglessness engendered by modernity.
