The connection between the science and foreign policy has deepened to the extent that some now consider education the fourth dimension of foreign policy. Accordingly, science and technology diplomacy has emerged as a novel framework for enhancing interactions among international actors, gaining significant attention from leading global nations in recent years.
This study, grounded in the theories of constructivism and convergence (with an emphasis on cultural regionalism) and based on the analytical dimensions of science and technology diplomacy, examines France's performance in this field, particularly from 2008 to 2018. Initially, a library and archival research method (referring to updated sources) was employed to identify ten analytical components. Subsequently, the most prominent document in this context—the 2013 French Science and Technology Diplomacy Framework—was coded and analyzed using thematic analysis.
The analytical outcomes were structured into components of France's science and technology diplomacy across three dimensions: conceptual, motivational, and operational. These findings serve as essential materials for designing France's science and technology diplomacy model and contribute to formulating a localized framework for other contexts.
