Future world is the era of mind manipulation and control. The emergence of social networks and global platforms for collection of rich data from the member’s mental model and perceptions, on one hand, and the capacities embedded in artificial intelligence to create, process and disseminate information and content in a global scale, on the other, has paved the way for collection of data from every individual in many fields such as health, mental status, interests and other features of one’s character; and exploiting such rich data, for different purposes. Such enriched data enables the data collectors to hack the human mind, manipulate his perception algorithms and finally change the value system of the targeted audience. The role of public diplomacy has changed significantly now due to emergence of new technologies of mass persuasions and the development of tools and techniques involved. Researches show that the cognitive warfare can effectively sabotage the national integrity of the targeted society and also facilitate getting results in other fields of war. Today, learning how to inoculate the public opinion against such tools and techniques of mass persuasion and neutralizing the propaganda campaign of hegemon order is a major responsibility of the governments in the subjected societies. This article using a futuristic approach scrutinizes the roles and impacts of cognitive warfare and new technologies in persuasive communication, reviews the future challenges in this arena and provides policy implications for public diplomacy and media strategy.
