Neighbor policy based on a Regulation of the Model of Self and Other

Abstract
There are relationships between self and other and it is the very presumption of the neighborhood. The model of self and other is a semiotic model which used for studying any culture. Every culture has function, working with other cultures based on a regulation of its own relationship with the others. In this way, any culture defines and redefines itself as an exact or right culture and represents a description or self-description which can be studied as a self-model of culture. However, there is a point toward the other and it is the culture’s looking outside. In this sense, we have two overall orientations: First, a culture who would just recognize himself/herself as a culture and assume other as nonculture; Second, a culture who would mark the other as extra-culture. At first model we observe a contrast between the self and the other as two extremes. Trump’s view toward the US neighbor, Mexico and his command to build a wall between two countries, and Zionism’s approach to Palestinians would be analyzed based on the first model. But according to the second model, while moving from the extremes toward the between, we have observed some cultural types such as close self and far self and close other and far other; Changing Iran’s neighbor policy toward one of his neighbors, Iraq would be comprehended specially after the revolution. The main paper’s problem is understanding the neighbor policy as a form of cultural policy. Wherefore, considering the context of Islamic republic of Iran, the Islamic teachings and the priority of culture’s guidance over other facets of Iranian polity and policy-making signifies the neighbor policy as a cultural policy. Then, choosing the semiotic model of studying culture based on a relationship between self and other and regulating the neighbor policy according to the model is the paper’s aim.
