Abstract
The government of the Islamic Republic of Iran, based on the 11th principle of the constitution and the religious foundations of the government, has placed its general policy on the basis of the alliance and union of Islamic nations and made continuous efforts in the direction of "achieving the political, economic and cultural unity of the Islamic world"; This importance requires conducting related studies in different dimensions, especially in the cultural and political fields. Today, the heavy costs of division and conflict among the Muslims of the region and the global conditions have doubled the need to pay attention to the cause of unity. The main question of the article is to find a model for Iran cultural policy making. It is for the purpose of creating and strengthening unity in Iran and the Islamic world. In the conceptual section, it is explained that unity does not mean assimilation, and the chosen theory of the model is "inclusive unity" (unity in the meaning of plurality). In the framework of the theories of cultural policymaking and intercultural communication, with library studies and thematic analysis method, the author is trying to prove the hypothesis of the article, based on which to present the cultural policymaking model of Islamic unity in Iran. It is necessary to first explain the foundations and values on which the ideal of Islamic unity is based, then draw objective and attainable goals for this ideal, and finally state operational strategies and policies in line with the goals.
